City Manager Administrative Updates is the opportunity for the City Manager to provide  
community updates, as well as Department or Commission announcements on current or  
upcoming projects.

Governing Body CCB Reports is the opportunity for the City Council to provide a brief report  
on conferences, seminars, and Commission, Committees, and/or Boards meeting attendance.  
Reports shall not exceed three minutes. The City Clerk will use the computerized timer.  
PUBLIC COMMENTS (NON-AGENDA)  
At this time any person may address the governing bodies on any subject pertaining to City  
business, which does not relate to any item listed on the printed agenda. Normally no action  
may be considered or taken by the governing bodies on any matter not listed on the agenda.  
Each speaker will be limited to three minutes.  
CONSENT CALENDAR - APPROVAL OF ITEMS 1 – 6  
All matters listed on the Consent Calendar are to be considered routine by the governing  
bodies, and will be enacted by one motion in the form listed. There will be no discussion of  
these items unless, before the governing body votes on the motion to adopt, specific items  
are removed from the Consent Calendar for separate motions.

Waive reading, by title only, of all Ordinances and Resolutions. Said Ordinances and

Approve the minutes of the April 2, 2024 City Council Regular Meeting.  
Recommended Action:  
Award on-call consultant services agreements to BPR Consulting, Interwest, and True North  
Compliance Services for building inspection, plan check, and other miscellaneous services for  
the Building and Safety Division;  
Approve the agreements in not-to-exceed amounts of $650,000 combined in total per fiscal  
year or the available budget; and  
Authorize the City Manager to execute the agreements.

Authorize the City Manager to enter into a two-year agreement for market research and  
analysis services with up to three one-year optional extensions with The Retail Coach, LLC, in  
a form acceptable to the City Attorney. The total contract sum shall not exceed  
$137,500.00 over the entire contract term.  
Recommended Action:  
Adopt Resolution No. 24-4732 entitled: A Resolution of the City Council of the City of Murrieta,  
California, Accepting, Approving, and Adopting the First Amendment to the Memorandum of  
Understanding between the City of Murrieta and the Murrieta General Employee’s Association  
for the period July 1, 2022, through June 30, 2024.

Recommended Action:  
Ratify the purchase of three police vehicles from Phil Long Dealerships, Inc.; and  
Approve an additional appropriation of $15,641.67 from the Supplemental Law Enforcement  
Fund (Fund 411) for this purchase in the Fiscal Year 2023/24 Operating Budget.

Recommended Action:  
Conduct a Public Hearing related to updating the City’s Development Impact Fees;  
Adopt Resolution No. 24-4733 entitled: A Resolution of the City Council of the City of Murrieta,  
California, Approving an Update of the Public Facilities Development Impact Fee Schedule and  
Amending the City’s Fee Schedule; and  
Adopt Resolution No. 24-4734 entitled: A Resolution of the City Council of the City of Murrieta,  
California, Adopting a Development Impact Fee Nexus Study, which Includes the Five-Year  
Fee Report (AB1600) for the Fiscal Year 2022/23 and Making Findings Required by the  
Mitigation Fee Act.

Governing Body Announcements is the opportunity for the City Council to provide  
miscellaneous reports and announcements. Announcements shall not exceed two minutes.
