on conferences, seminars, and Commission, Committees, and/or Boards meeting attendance.

CONSENT CALENDAR - APPROVAL OF ITEMS 1 – 4  
All matters listed on the Consent Calendar are to be considered routine by the governing  
bodies, and will be enacted by one motion in the form listed. There will be no discussion of  
these items unless, before the governing body votes on the motion to adopt, specific items  
are removed from the Consent Calendar for separate motions.

Waive reading, by title only, of all Ordinances and Resolutions. Said Ordinances and  
Resolutions which appear on the public agenda shall be determined to have been read by title  
and further reading waived.

Recommended Action:  
Approve the minutes of the October 3, 2023, Regular Meeting.

Recommended Action:  
Accept additional supplemental funding from the County of Riverside Department of Housing  
and Workforce Solutions for the Homeless Incentive Program for street outreach and outreach  
support in the amount of $225,716.33;  
Authorize the City Manager to execute the First Amended and Restated Agreement with the  
County of Riverside Department of Housing and Workforce Solutions for additional grant  
funding and all applicable documents; and  
Amend the Fiscal Year 2023/24 Operating Budget consistent with the Fiscal Impact Section.

Adopt Resolution No. 23-4711, entitled: A Resolution of the City Council of the City of  
Murrieta, Authorizing the Extension of the Service Fee Collected on behalf of the Riverside  
County Abandoned Vehicle Service Authority until May 2034; and  
Upon approval from the City Attorney, authorize the City Manager to execute an agreement  
with the County of Riverside to participate in the Vehicle Abatement program.

Recommended Action:  
Consider and approve the Notice of Exemption for Projects Consistent with a Community Plan  
or Zoning pursuant to the Guidelines for Implementation of the California Environmental Quality  
Act Section 15183 of Title 14, Division 6, Chapter 3 of the California Code of Regulations, and  
Public Resources Code Section 21083.3);  
Approve the first reading to introduce Ordinance No. 598-23, entitled: An Ordinance of the City  
Council of the City of Murrieta, California, Amending Title 16 of the Murrieta Municipal Code to  
Revise the City’s Development Code (MCA-2023-00001), to adopt Electric Vehicle Charging  
and Housing Implementation standards related to Sections 16.08.010, 16.08.020, 16.34.040,  
16.44.115, 16.44.200, 16.52.040, and 16.73.050; and  
Direct staff to record and file a Notice of Exemption from CEQA

Recommended Action:  
Conduct the continued public hearing from October 3, 2023;  
Consider and approve the Addendum to the Mitigated Negative Declaration pursuant to the  
California Environmental Quality Act Guidelines (Cal. Code Regs. Title 14) Section 15164;  
Conduct the second reading and, adopt Ordinance No. 597-23 entitled: An Ordinance of the  
City Council of the City of Murrieta, California, Approving and Adopting Amended Master  
Development Plan MDP-2021-2430 on a 22-Acre Site to be Developed with 62 Single-Family  
Detached Lots with Related Improvements for Circulation, Infrastructure, and Murrieta Creek ;  
and  
Adopt Resolution No. 23-4707 entitled: A Resolution of the City Council of the City of Murrieta  
Approving the Environmental Determination, Amended Master Development Plan 2021-2430,  
Revised Tentative Tract Map 2021-2428, and Revised Development Plan Permit 2021-2429 for  
Ivy House, a 22-Acre Site to be Developed with 62 Single-Family Detached Lots and Related  
Improvements for Circulation, Infrastructure, and Murrieta Creek Drainage Channel Located  
East of Murrieta Creek, West of New Clay Avenue, and South of “B” Street within the  
Residential Single-Family 1 (RS-1) Zone of the Downtown Murrieta Specific Plan Area.

Recommended Action:  
Authorize the City Manager to execute a two-year License Agreement with Newman Hospitality  
Group, LLC, for special event management services at the Town Square Park Amphitheater;  
and  
Approve the amended Town Square Park and Amphitheater Usage Policy and Operations  
Framework.
