Governing Body CCB Reports is the opportunity for the City Council to provide a brief report  
on conferences, seminars, and Commission, Committees, and/or Boards meeting attendance.  
Reports shall not exceed three minutes. The City Clerk will use the computerized timer.  
PUBLIC COMMENTS  
At this time any person may address the governing bodies on any subject pertaining to City  
business, which does not relate to any item listed on the printed agenda. Normally no action  
may be considered or taken by the governing bodies on any matter not listed on the agenda.  
Each speaker will be limited to three minutes.  
CONSENT CALENDAR - APPROVAL OF ITEMS 1 – 5  
All matters listed on the Consent Calendar are to be considered routine by the governing  
bodies, and will be enacted by one motion in the form listed. There will be no discussion of  
these items unless, before the governing body votes on the motion to adopt, specific items  
are removed from the Consent Calendar for separate motions.  
Recommended Action:

Waive reading, by title only, of all Ordinances and Resolutions. Said Ordinances and  
Resolutions which appear on the public agenda shall be determined to have been read by title  
and further reading waived.

Recommended Action:  
Approve the minutes of the November 7, 2023, City Council Regular Meeting, and October 30,  
2023 Joint Special Meeting.  
Recommended Action:  
Approve Change Order No. 2 with DeepSeas, in the amount of $4,532, for a new contract total  
not to exceed $79,331.96 for cyber security services;  
Authorize the City Manager to execute Change Order No. 2 with DeepSeas; and  
Amend the Fiscal Year 2023/24 Operating Budget to appropriate an additional budget of  
$4,532 in the Information Services Fund (726).  
Recommended Action:

Authorize the application for the Inspiration Grant - Library for All in the amount of $20,000;  
Authorize the application for the Lunch at the Library Grant in the amount of $3,000 to $10,000;  
and  
Authorize the City Manager to Amend the Fiscal Year 2023/24 Operating Budget based on the  
actual award amount(s).

Recommended Action:  
Award a construction contract for traffic signal installation at the intersection of Washington  
Avenue and Weeping Willow Lane Capital Improvement Plan No. 8438 to the lowest  
responsible bidder, DBX, Inc., in the amount of $583,304.00, plus 15% contingency;  
Authorize and direct the Mayor to execute the contract on behalf of the City; and  
Authorize the City Engineer to approve Contract Change Orders not to exceed 15% of the  
contract amount.

Conduct a public hearing and receive community input on the allocation proposals;  
Appropriate funding and create a budget for eligible projects and/or program activities;  
Adopt Resolution No. 23-4715 entitled: A Resolution of the City Council of the City of Murrieta,  
California, Authorizing the Allocation of Community Development Block Grant Funds for Fiscal  
Year 2024/25; and  
Authorize the City Manager to execute all related applications and agreements, in a form as  
approved by the City Attorney.  
DISCUSSION

Recommended Action:  
Introduce and conduct the first reading of Ordinance No. 599-23 entitled: An Ordinance of the  
City Council of the City of Murrieta, California, Adding Chapter 1.30 to the Murrieta Municipal  
Code Relating to the Issuance of Subpoenas Before the City Council; and  
Find the Ordinance exempt from the California Environmental Quality Act (CEQA) under  
Section 15061(b)(3) of the CEQA Guidelines.  
Recommended Action:

Accept the report;  
Adjust the Fiscal Year 2023/24 Operating Budget as defined in the Fiscal Year 2023/24 First  
Quarter Proposed Budget Amendments;  
Adjust the Fiscal Year 2023/24 Capital Improvement Budget as defined in the Fiscal Year  
2023/24 First Quarter Proposed Budget Amendments for projects 08094,13058, and 21034;  
and  
Authorize use of General Fund Continuing Operations Reserves, which were set aside for the  
four public safety labor negotiations.
