between the City of Murrieta and the Murrieta Police Management Association for the Period  
July 1, 2026, Through June 30, 2029.

Adopt Resolution No. 26-4957 entitled: A Resolution of the City Council of the City of Murrieta,  
California, Approving a Tentative Agreement for a Successor Memorandum of Understanding  
between the City of Murrieta and the Murrieta Police Officers Association for the Period July 1,  
2026, Through June 30, 2029.

Recommended Action:  
Conduct the second reading and adopt Ordinance No. 633-26 entitled: An Ordinance of the  
City Council of the City of Murrieta, California, Approving an Amendment to the Contract  
Between the City Council of the City of Murrieta and the Board of Administration of the  
California Public Employees’ Retirement System to Include Public Employees’ Pension Reform  
Act (PEPRA) Language;  
Acting as the Board of Directors of the Murrieta Fire Protection District, conduct the second  
reading and adopt Ordinance No. 634-26 entitled: An Ordinance of the City Council of the City  
of Murrieta, California, Acting as the Murrieta Fire District, Approving an Amendment to the  
Contract Between the Board of Directors of the Murrieta Fire District and the Board of  
Administration of the California Public Employees’ Retirement System to Include Public  
Employees’ Pension Reform Act (PEPRA) Language; and  
Authorize the City Manager or designee to execute the documents and forms necessary to  
effectuate the City of Murrieta and Murrieta Fire District Contracts with CalPERS to incorporate  
PEPRA language.

Recommended Action:  
Amend the Fiscal Year (FY) 2026/27 Operating Budget to establish a revenue budget of  
$75,000 as detailed in the fiscal impact statement;  
Approve a funding agreement between the City of Murrieta and Riverside County Flood Control  
and Water Conservation District for the cleanup of trash, debris, and other items on  
District-owned property and authorize the City Manager to execute all applicable documents;  
Approve a three year agreement with Restore Environmental, LLC in the amount of $135,00 for  
on-call Homeless Encampment Clean-Up Services;  
Approve a three year agreement with Hunter’s Consulting, Inc. dba HCI Environmental in the  
amount of $225,000 for on-call Homeless Encampment Clean-Up Services; and  
Authorize the City Manager to execute agreements with HCI Environmental and Restore  
Environmental, LLC, and to execute any future extensions to the agreement as provided within  
the terms of the agreements.

Recommended Action:  
Amend the Fiscal Year 2025/26 Capital Improvement Budget for CIP No. 21029 to increase the  
expenditure budget by $350,000 using General Fund Capital Unassigned Fund Balance; and  
Authorize the City Manager to approve: (i) a contract amendment in a form approved by the  
City Attorney’s office, an amended purchase order and task budget for RWBID/The Cumming  
Group Construction Management LLC, (ii) a contract amendment in a form approved by the  
City Attorney’s office, an amended purchase order and task budget for the general contractor,  
Optima RPM, Inc, and (iii) an amended agreement in a form approved by the City Attorney’s  
office, purchase order, and task budget for the design team, BAM Creative; and  
Authorize the City Manager to execute the contract amendments described above.

Approve a two-year agreement for market research and analysis services with up to two (2)  
one-year optional extensions with The Retail Coach, LLC for a total contract amount  
not-to-exceed $110,000, over the entire contract term; and

Amend the Fiscal Year 2026/27 Capital Improvement Plan (CIP) Budget and establish an  
appropriation of $100,000 using Measure A Fund Unassigned Fund Balance into CIP No.  
13080;  
Find the Auto Mall, Date, and Hobie Slurry Seal Project, CIP No. 13080, MSD Project No.  
26-010, to be exempt from CEQA and award the construction contract to Roy Allan Slurry Seal,  
Inc. in the amount of $79,665.72;  
Authorize a 15% construction contingency of $11,949.86;  
Authorize the Mayor to execute the construction contract; and  
Authorize the Municipal Services Director and/or designee to approve contract change orders  
not to exceed fifteen percent of the contract amount.

California, Confirming the Diagram and Assessment and Providing for the Annual Assessment

and Lighting District; and  
Authorize the City Clerk to file the assessment roll with the County Auditor.

expenditure appropriations across all Community Services District Local Zones to include final  
totals from the Engineer’s Report; and  
Adopt Resolution No. CSD 26-288 entitled: A Resolution of the Board of Directors of the  
Murrieta Community Services District (1) Approving the Engineer’s Annual Levy Report for the  
Levy and Collection of Rates and Charges within the Murrieta Community Services District for  
Fiscal Year 2026/27, and (2) Ordering the Levy and Collection of Rates and Charges within the  
Murrieta Community Services District for Fiscal Year 2026/27; and  
Direct the Board Secretary to file the levy with the County Auditor upon adoption.

Adopt Resolution No. 26-4961 entitled: A Resolution of the City Council of the City of Murrieta,  
California, Affirming the Report of Delinquent Refuse Charges and Directing their Collection on

Direct the City Manager, or his designee, to file a certified copy of Resolution No. 26-4961 with
