CS1. Conference with Legal Counsel - Existing Litigation  
The City Council will conduct a closed session, pursuant to Government Code section  
54956.9(d)(1), to confer with legal counsel regarding 1 litigation case to which the City  
is a party. The title of such litigation is as follows: Procko v Murrieta; Case Number  
5:22-cv-00005-JGB-SP; District Court of the Southern District of California.  
CS2. Conference with Legal Counsel - Existing Litigation  
The City Council will conduct a closed session with the City Manager, Assistant City  
Managers, the Administrative Services Director and the City Attorney, pursuant to  
Government Code section 54956.95(b), to consider the following worker's  
compensation claim(s): McMahon v. City of Murrieta (claim no. ADJ11234941,  
ADJ15188503).  
CS3. Conference with Legal Counsel – Existing Litigation  
The City Council will conduct a closed session, pursuant to Government Code section  
54956.9(d)(1), to confer with legal counsel regarding litigation to which the City is a

CONSENT CALENDAR - APPROVAL OF ITEMS 1 – 9  
All matters listed on the Consent Calendar are to be considered routine by the governing  
bodies, and will be enacted by one motion in the form listed. There will be no discussion of

$3,304,744.95 (Check Numbers 157498-157872).

Adopt Resolution No. 24-4724 entitled: A Resolution of the City Council of the City of Murrieta,  
California, Authorizing the City Manager to Accept Grant Funding from the State of California  
Department of Justice (DOJ), Office of Attorney General to Implement Strategies to Reduce  
Underage Tobacco Use in an Amount not to Exceed $134,061; Agreeing to the Terms of that  
Grant by Authorizing the City Manager to Sign the Attached DOJ Memorandum of  
Understanding and Increasing the Police Department’s Revenue and Expense Budget by the  
Actual Amount Awarded over the next three Fiscal Years as Follows: FY 2023/24 $44,687, FY  
2024/25 $44,687, and FY 2025/26 $44,687.

Accept the Public Improvements in Parcel Map 37442 located east of Antelope Road, south of  
Baxter Road; and  
Direct the Department of Public Works to perform continued maintenance on the  
aforementioned public improvements in conformity with the City of Murrieta’s maintenance  
standard.  
Recommended Action:  
Accept the improvements for the Murrieta Hot Springs Road and Hancock Avenue Pavement  
Rehabilitation project, Capital Improvement Plan (CIP) No. 8043, as complete;  
Accept the improvements for the Murrieta Hot Springs Road and Madison Avenue Median  
Improvement project, CIP No. 13028, as complete; and  
Direct the City Clerk to record a Notice of Completion and release bonds in accordance with  
State law and City ordinances; and release any remaining retention from CIP No. 8043 and  
CIP No. 13028 in accordance with State law and City ordinances.
