Governing Body CCB Reports is the opportunity for the City Council to provide a brief report  
on conferences, seminars, and Commission, Committees, and/or Boards meeting attendance.  
Reports shall not exceed three minutes. The City Clerk will use the computerized timer.  
PUBLIC COMMENTS (NON-AGENDA)  
At this time any person may address the governing bodies on any subject pertaining to City  
business, which does not relate to any item listed on the printed agenda. Normally no action  
may be considered or taken by the governing bodies on any matter not listed on the agenda.  
Each speaker will be limited to three minutes.  
CONSENT CALENDAR - APPROVAL OF ITEMS 1 – 13  
All matters listed on the Consent Calendar are to be considered routine by the governing  
bodies, and will be enacted by one motion in the form listed. There will be no discussion of  
these items unless, before the governing body votes on the motion to adopt, specific items  
are removed from the Consent Calendar for separate motions.

Approve the minutes of the July 31, 2024 Special Workshop, September 10, 2024 Special City  
Council meeting, and September 17, 2024 Regular City Council meeting.

Adopt Resolution No. 24-4787 entitled: A Resolution of the City Council of The City of Murrieta,  
California, Ratifying the Check Register for the Month of August 2024 in the amount of  
$10,078,917.49 (Check Numbers 160874-161383).

the City of Murrieta, California, Amending the Compensation of the City Council.

Adopt Ordinance No. 612-24 entitled: An Ordinance of the City Council of the City of Murrieta,  
California, to Repeal Murrieta Municipal Code Sections 2.08.090-2.08.130 and  
2.08.150-2.08.170 which Set Forth Regulations for the City’s Relationship with the City  
Manager.

Recommended Action:  
Approve a change order to Purchase Order P03083 with Anser Advisory Management LLC in  
the amount of $14,753, for Construction Management Services for CIP 22010, Sykes Ranch  
Park improvements; and  
Approve a reallocation of funds from CIP 22011 to CIP 22010 necessary to fund the remaining  
expenses for this project.

Recommended Action:  
Approve a change order to Purchase Order P03688 with Anser Advisory Management LLC, in  
the amount of $20,000, for Construction Management Services related to the Tot Lot  
Improvements Project Phase 2; and  
Approve an additional budgetary appropriation for Capital Improvement Projects 22029, 22030,  
and 22040.

Approve a change order for Purchase Order P04153 to NV5, Inc., for pickleball court design  
services at Alderwood Park for $65,615, plus a 10% contingency of the total purchase order  
amount.

Approve an agreement with the California Conservation Corps for as-needed defensible space  
clearing on City properties; and  
Authorize the City Manager to execute the agreement.

California, Adopting the 2023 City of Murrieta Local Hazard Mitigation Plan Annex to the  
Riverside County Operational Area Multi-Jurisdictional Hazard Mitigation Plan...recommendation  
Recommended Action:  
Authorize the City Manager to accept the Fiscal Year 2023 Fire Prevention & Safety Grant  
award; and  
Authorize the City Manager to amend the Fiscal Year 2024/25 Operating Budget to allocate  
and appropriate the grant funds for $462,990.47.

Accept the Public Improvements in Tract Map 28532-4 located north of Baxter Road and west  
of Menifee Road; and  
Direct the Department of Public Works to perform continued maintenance of the  
aforementioned public improvements in conformance with the City of Murrieta’s maintenance
