Governing Body CCB Reports is the opportunity for the City Council to provide a brief report  
on conferences, seminars, and Commission, Committees, and/or Boards meeting attendance.  
Reports shall not exceed three minutes. Governing Body Announcements is the opportunity  
for the City Council to provide miscellaneous reports and announcements. Announcements  
shall not exceed two minutes. The City Clerk will use the computerized timer.  
PUBLIC COMMENTS (NON-AGENDA)  
At this time any person may address the governing bodies on any subject pertaining to City  
business, which does not relate to any item listed on the printed agenda. Normally no action  
may be considered or taken by the governing bodies on any matter not listed on the agenda.  
Each speaker will be limited to three minutes.  
CONSENT CALENDAR - APPROVAL OF ITEMS 1 – 19  
All matters listed on the Consent Calendar are to be considered routine by the governing  
bodies, and will be enacted by one motion in the form listed. There will be no discussion of  
these items unless, before the governing body votes on the motion to adopt, specific items  
are removed from the Consent Calendar for separate motions.

Receive and file the Monthly Investment Transaction Report for April 2026.

Approve a three (3) year subscription for cybersecurity software and monitoring services with  
Blumira, Inc. through CyberTech Analytics in an amount not-to-exceed $270,150;  
Accept the Blumira, Inc., terms and conditions;  
Authorize exemption from current bidding requirements in accordance with Municipal Code  
Section 3.08.280.I.; and  
Authorize the City Manager to execute related orders, renewals, amendments, and  
administrative changes necessary to maintain the service, provided the total cost does not  
exceed the approved budget authority.

Recommended Action:  
Adopt Resolution No. 26-4947 entitled: A Resolution of the City Council of the City of Murrieta,  
California, Approving a Tentative Agreement for a Successor Memorandum of Understanding  
between the City of Murrieta and the Murrieta Firefighters Association for the Period July 1,  
2026, Through June 30, 2029.  
Recommended Action:  
Adopt Resolution No. 26-4948 entitled: A Resolution of the City Council of the City of Murrieta,  
California, Approving a Tentative Agreement for a Successor Memorandum of Understanding  
between the City of Murrieta and the Murrieta Fire Management Association for the Period July  
1, 2026, Through June 30, 2029.

Adopt Resolution No. 26-4949 entitled: A Resolution of the City Council of the City of Murrieta,  
California, Approving the Comprehensive Pay Schedule for Fiscal Year 2026/27; and  
Approve the Updated Schedule of Authorized Positions.

Approve the acceptance of a donation from the Friends of the Murrieta Library in the amount of  
$120,000, to be used towards the Furniture, Fixtures, and Equipmentin the Children's Library  
Expansion Project.

Approve an amendment to the Fiscal Year (FY) 2025/26 Capital Improvement Plan Budget to  
transfer from CIP Project Nos. 21025 and 21026 for flooring and concrete work, respectively, to  
CIP Project No. 21027, the Children's Library Expansion Project;  
Approve Amendment No. 1 to the contract with R.C. Construction Services, Inc. to increase  
the not-to-exceed amount by $810,006.34 for for a new not-to-exceed total of $5,998,606.34,  
plus a 15% contingency; and  
Authorize the Mayor to execute all necessary documents.

Conduct the second reading and adopt Ordinance 635-26 entitled: An Ordinance of the City  
Council of the City of Murrieta, California, Amending Title 16 of the Murrieta Municipal Code to  
Revise the City’s Development Code (Planning Case No. MCA-2026-00013) Chapters 16.08  
and 16.16, and to Amend the Multi-Family Residential and Mixed-Use Residential Objective  
Design Standards.

Adopt Resolution No. 26-4950, entitled: A Resolution of the City Council of the City of Murrieta,  
California, Approving the Gann Appropriations Limit for Fiscal Year 2026/27.  
Recommended Action:  
Conduct the second reading and adopt Ordinance No. 636-26 entitled: An Ordinance of the  
City Council of the City of Murrieta, California, Acting in its Capacity as the Legislative Body of  
Community Facilities District No. 2026-1 (Gierson Ranch) of the City of Murrieta Authorizing the  
Levy of Special Taxes.

Approve the purchase of a mechanic service truck through a cooperative purchasing program  
in accordance with Municipal Code Section 3.08.295; and  
Authorize the City Manager to approve and execute the Rush Truck Centers proposal, Johnson  
Equipment quote, and any other necessary documents to initiate procurement and construction  
of the mechanic service truck for a total of $263,278.15.  
Recommended Action:  
Amend the Fiscal Year 2026/27 Operating Budget to establish an additional appropriation of  
$178,649 as detailed in the fiscal impact statement;  
Approve Amendment No. 2 to the Agreement with Excel Landscape, Inc., to provide Citywide  
Landscape Maintenance services for an additional year, for a not-to-exceed amount of  
$3,960,500; and  
Authorize the Mayor to execute all necessary documents to facilitate the Amendment with  
Excel Landscape, Inc.

Recommended Action:  
Approve the first Amendment to the agreement with CR&R, Inc., to provide citywide street  
sweeping services for an additional six (6) months in an amount not to exceed $175,000; and  
Authorize the Mayor to execute the Amendment with CR&R, Inc.

Accept the improvements for the Los Alamos Hills and Torrey Pines Park Synthetic Turf  
Replacement Project, CIP No. 22039, as complete;  
Direct the City Clerk or her designee to record a Notice of Completion and release bonds in  
accordance with State law and City Ordinances; and  
Release any remaining retention from CIP No. 22039 in accordance with State law and City  
Ordinances.

Accept the improvements for the Alderwood Pickleball Courts Project, CIP No. 22042, as  
complete;  
Direct the City Clerk or her designee to record a Notice of Completion and release bonds in

Ordinances.

Recommended Action:  
Accept the public improvements constructed for Map Book 8/359, Por Lot 191, APN  
913-210-043, located at the southeast corner of Delhaven Street and Date Street and north of  
Rising Hill Drive;  
Authorize the City Engineer to release ninety percent (90%) of the associated improvement  
security bonds; and  
Authorize the Municipal Services Department to assume ongoing maintenance of the public  
improvements in accordance with City maintenance standards.

Laws of the State of California Relating to General Law Cities; and Other Election Matters As  
Required By Law;  
Adopt Resolution No. 26-4953: A Resolution of the City Council of the City of Murrieta,  
California, Requesting the Board of Supervisors of Riverside County to Consolidate a General  
Municipal Election to be Held on November 3, 2026, with the Statewide General Election to be  
Held on the Date Pursuant to §10403 of the California Election Code; and Other Election  
Matters as Required by Law;  
Adopt Resolution No. 26-4954A (OPTION A): A Resolution of the City Council of the City of  
Murrieta, California, Adopting Regulations for Candidates for Elective Office, Pertaining to, and  
Costs of, Candidate Statements Submitted to the Voters at the Consolidated General Municipal  
Election to be Held on Tuesday, November 3, 2026, to include candidate statements not  
exceeding 200 words and requiring candidates to pay for the costs associated with candidate  
statements;  
OR  
Adopt Resolution No. 26-4954B (OPTION B): A Resolution of the City Council of the City of  
Murrieta, California, Adopting Regulations for Candidates for Elective Office, Pertaining to, and  
Costs of, Candidate Statements Submitted to the Voters at the Consolidated General Municipal  
Election to be Held on Tuesday, November 3, 2026, 400 words and requiring candidates to pay  
for the costs associated with candidate statements; and
