Governing Body CCB Reports is the opportunity for the City Council to provide a brief report  
on conferences, seminars, and Commission, Committees, and/or Boards meeting attendance.  
Reports shall not exceed three minutes. Governing Body Announcements is the opportunity  
for the City Council to provide miscellaneous reports and announcements. Announcements  
shall not exceed two minutes. The City Clerk will use the computerized timer.

At this time any person may address the governing bodies on any subject pertaining to City  
business, which does not relate to any item listed on the printed agenda. Normally no action

CONSENT CALENDAR - APPROVAL OF ITEMS 1 – 16

Approve a three (3) year subscription with Titan HQ in the amount not-to-exceed $35,380.80  
for the SpamTitan Plus Cloud product and accept the Terms and Conditions;  
Authorize exemption from current bidding requirements in accordance with Municipal Code  
Section 3.08.280.I; and  
Authorize the City Manager to execute related orders, renewals, amendments, and  
administrative changes necessary to maintain service, provided the total cost does not exceed  
the approved budget authority.

Amend the Fiscal Year (FY) 2026/27 Operating Budget as detailed in the fiscal impact  
statement;  
Approve Amendment No. 3 to the Agreement between the City of Murrieta and Care Solace,  
Inc. for mental health and social service coordination services, extending the agreement  
through August 14, 2027; and  
Authorize the City Manager to execute Amendment No. 3 on behalf of the City.

Approve the draft comment letter opposing the preliminary routing of Segment 4 of the Golden  
Pacific Powerlink project; and  
Direct staff to submit the letter to San Diego Gas & Electric.

Recommended Action:  
Adopt Resolution No. 26-4964, entitled: A Resolution of the City Council of the City of Murrieta,  
California Authorizing Participation in the County of Riverside’s Urban County Community  
Development Block Grant Program for Fiscal Years 2027/28, 2028/29, and 2029/30 Approving  
the Joint Cooperating Agreement with the County of Riverside for Participation in the  
Community Development Block Grant Urban County Program; and  
Authorize the City Manager to execute the agreement in a form approved by the City Attorney.

Recommended Action:  
Authorize use of City Council Education & Training funds to cover the cost of a higher  
education legislative advocacy trip to Washington, DC.  
Recommended Action:  
Receive and file this report memorializing the prioritization established at the City Council  
Workshop held on February 26, 2026, and highlighting projects that have been completed  
since that date.

Recommended Action:  
Amend the Fiscal Year 2026/27 Operating Budget to establish an additional appropriation of  
$87,580 as detailed in the fiscal impact statement;  
Approve the Agreement between Murrieta Housing Authority and RSG for affordable  
compliance monitoring, annual reporting, housing program administration, and on-call housing  
consulting services in an amount not-to-exceed $182,580 annually;  
Find that the proposed action is exempt from the California Environmental Quality Act (CEQA)  
under CEQA Guidelines Section 15378 for the reasons specified in this report; and  
Authorize the City Manager to execute the Agreement.

Recommended Action:  
Adopt Resolution No. 26-4965, entitled: A Resolution of the City Council of the City of Murrieta,  
California, Accepting the FY25 Emergency Management Performance Grant Program Award;  
Amend the FY 2026/27 Operating Budget to allocate and appropriate the grant funds for  
$11,137 and carry over any unused grant budget to FY 2027/28; and  
Authorize the City Manager, or designee, to sign and submit all necessary grant-related  
documents and take any actions required to accept and implement the grant.

Award the Vegetation Management and CEQA Compliance contract to DUDEK in the amount  
of $125,895, with an additional contingency not to exceed $14,105, bringing the total  
authorized contract amount to $140,000; and  
Authorize the City Manager to execute the agreement.

Adopt Resolution No. 26-4966 entitled: A Resolution of the City Council of the City of Murrieta,  
California, Authorizing Acceptance of Grant Funds in the Amount of $173,541.28 from the  
State of California Department of Highway Patrol and Authorizing the Chief of Police to Execute  
the Agreement on Behalf of the City; and  
Amend the Fiscal Year 2026/27 Operating Budget to allocate and appropriate the grant  
funding.

Recommended Action:  
Adopt Resolution No. 26-4967 entitled: A Resolution of the City Council of the City of Murrieta,  
California, Delegating Authority to the Director of Public Works to Negotiate and Purchase All  
Right-Of-Way Real Property Interests, Including Fee Title, and Easements, Necessary for the  
City of Murrieta’s Interstate 215 Keller Road Interchange Project as Authorized Herein.

Consultant Contracted Services Account (60320) to fund the Professional Services Agreement;

preparation of an annexation feasibility study in a form approved by the City Attorney; and  
Authorize the City Manager to execute the Professional Services Agreement.

General Municipal Election and Canceling Said Election for the Office of City Council Member  
for Voting District 1; which is submitted after the appointment is made; and direct the City Clerk  
to fulfill any administrative requirements in accordance with the law; OR  
OPTION 2: Take no action, resulting in the Office of City Council Member for Voting District 1  
remaining on the ballot.
