PUBLIC COMMENTS  
Any member of the public may address the Commission during the public comments portion  
of the agenda on items within the Commission's jurisdiction that are not already scheduled for  
consideration on this agenda. However, the Commission can take no action on matters that  
are not part of the posted agenda. A time limit of three minutes may be applied on each  
individual addressing the Commission.  
Any individual or group desiring to make a presentation to the Commission of more than three  
(3) minutes in length must make arrangements with the Planning Director in advance.  
APPROVAL OF MINUTES

Recommended Action:  
Approve the minutes of the March 25, 2026 and the April 8, 2026 Regular Planning  
Commission Meetings.  
PUBLIC HEARINGS  
Recommended Action:  
That the Planning Commission receive the staff presentation and adopt a Resolution  
recommending that the City Council:  
1. File a Notice of Exemption finding that the project is exempt from CEQA, and  
2. Adopt an ordinance that includes the final revised Residential Objective  
Design Standards and Code Amendment related to Development Code  
Chapters 16.08, and 16.16 entitled:  
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF MURRIETA,  
CALIFORNIA, AMENDING TITLE 16 OF THE MURRIETA MUNICIPAL CODE  
TO REVISE THE CITY’S DEVELOPMENT CODE (PLANNING CASE NO.  
MCA-2026-00013) CHAPTERS 16.08 AND 16.16 TO AMEND THE  
MULTI-FAMILY RESIDENTIAL AND MIXED-USE RESIDENTIAL OBJECTIVE  
DESIGN STANDARDS

Recommended Action:  
1. Find that the proposed action is consistent with the Public Resources Code Section 21000  
et. Seq. (the California Environmental Quality Act (CEQA)) pursuant to Title 14, Division 6,  
Chapter 3 of the California Code of Regulations (CEQA Guidelines), Section 15162 for the  
reasons specified in this report; and  
2. Adopt a Resolution (Attachment 1) recommending that the City Council introduce and place  
on first reading an Ordinance for the Title 16 updates reflective of Attachments 2 (Exhibit “A”)  
and 3 (Exhibit “B”) entitled:  
A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF MURRIETA,  
CALIFORNIA, RECOMMENDING THAT THE CITY COUNCIL AUTHORIZE THE FILING OF  
THE ENVIRONMENTAL DETERMINATION AND APPROVE DEVELOPMENT CODE  
AMENDMENT 2021-2396 RELATED TO CHAPTERS 16.08, 16.14, 16.18, 16.22, 16.24, AND  
16.28.
