RECOMMENDATION
recommendation
Approve a three-year agreement with Trauma Intervention Programs, Inc., for trauma intervention counseling services retroactively effective July 1, 2024;

Authorize the exemption from bidding requirements; and

Authorize the City Manager to execute the agreement for a total not to exceed $29,400.

PRIOR ACTION/VOTE
On June 6, 2023, the Board of Directors of the Murrieta Fire District adopted Joint Resolution No. 23-4671 et al., approving the District's Operating Budget for Fiscal Year 2023/24 and 2024/25 (Vote: 4-0-1)1.

BACKGROUND
The City of Murrieta Fire & Rescue Department has been working with the Trauma Intervention Program (TIP) since 1996 to provide trauma intervention counseling services to families experiencing a traumatic situation during an emergency incident. TIP is a non-profit group of highly trained volunteers who are dispatched, as needed, at the request of Firefighters during emergency response calls to assist victims and families experiencing trauma such as casualties, loss of loved ones, loss of housing, fire damages, emotional distress and post-trauma issues with emotional and practical support. TIP provides immediate assistance and comfort to families during the incident and continues to provide critical support with a wide range of family services after the incident.

The Murrieta Fire Department is one of several fire departments in Southern California that retains TIP's non-profit counseling services. TIP is currently the only local agency providing non-profit, low-cost trauma services. They are highly responsive and greatly assist the firefighters in handling family emotional trauma. The ann...
