Conduct the second reading and adopt Ordinance No. 623-25 entitled: An Ordinance of the City Council of the City of Murrieta Approving Development Agreement 2024-00004 with Tres Estrellas, LLC and Domenigoni Barton Properties, LLC for the Shops at the Triangle Project Located on Approximately 64.3 Acres Located on the South Side of Murrieta Hot Springs Road between Interstate 15 and Interstate 215 (Development Agreement).

PRIOR ACTION/VOTE
On September 2, 2025, the City Council conducted a public hearing and introduced Ordinance No. 623-25 (Vote: 4-0-1).

CITY COUNCIL GOAL
Aggressively pursue economic development.

DISCUSSION
The proposed ordinance enables the City and property owner to enter into a Development Agreement (DA) to advance an important retail project within the City. Cities use DAs to provide more certainty to developers undertaking large projects, reducing developer risk in exchange for benefits to the general public.

The proposed DA, which is included in Ordinance No. 623-25 as an attachment, addresses specific site development issues that further the development of the property for the first phase of development, which entails approximately 279,500 square feet of new retail and commercial buildings, such as:

* Billboard relocation;
* Off-site traffic improvements; and
* Development Impact Fee credits.
