RECOMMENDATION
recommendation
Approve Reimbursement Agreements with Eastern Municipal Water District (EMWD), Western Municipal Water District (WMWD), Rancho California Water District (RCWD), and Elsinore Valley Municipal Water District (EVMWD);

Amend the Fiscal Year 2024/25 Capital Improvement Plan (CIP) Budget to include a revenue and expenditure appropriation of $104,764 into CIP No. 13048; and

Authorize the Mayor to execute the four individual Reimbursement Agreements with each respective water district.

PRIOR ACTION/VOTE
On June 4, 2024, the City Council approved Resolution No. 24-4745, approving the Capital Improvement Plan Budget for Fiscal Year 2024/25, and the Fiscal Year 2024/25 to 2028/29 Capital Improvement Plan, which included the 2023 Citywide Slurry Seal Project, CIP No. 13048 (Vote 5-0).

On November 19, 2024, the City Council awarded the construction contract for the 2023 Citywide Slurry Seal Project, CIP No. 13048, to Roy Allan Slurry Seal, Inc. (Vote 5-0).

BACKGROUND
The 2023 Citywide Slurry Seal Project, CIP No. 13048, consists of slurry sealing approximately 25 percent of all local and residential streets within the City of Murrieta. The application of slurry seal slightly increases the height of the existing road surface. As a result, each of the four water district's manholes may need to be adjusted to be level with the new roadway surface.
Staff has negotiated Reimbursement Agreements with each of the four water districts that provide service in the City to allow the City's contractor to adjust the water districts' facilities during construction, if needed, and allow for reimbursem...
