ABSTRACT
The City of Murrieta Police Department utilizes on-call specimen collection services to support investigations involving suspected driving under the influence and other criminal offenses requiring evidentiary blood and/or urine samples. American Forensic Nurses, Inc. provides qualified personnel to respond to the Police Station, hospitals, or other designated locations to conduct specimen collections in accordance with applicable legal and evidentiary standards. Approval of the agreement will ensure the continued availability of timely and professional specimen collection services in support of the Department's enforcement and investigative operations. The proposed agreement is for the period of July 1, 2026, through June 30, 2029, with up to two (2) additional one-year renewal options, in an amount not to exceed $175,000.

Approve a three-year agreement with American Forensic Nurses, Inc. for on-call specimen collection services in an amount not-to-exceed $175,000; and

Authorize the Mayor to execute the agreement.

DISCUSSION
History
American Forensic Nurses, Inc. (AFN) has provided mobile medical forensic and phlebotomy services to federal, state, and local law enforcement agencies throughout California since 1983. AFN employs licensed medical professionals who are locally based and available on an on-call basis 24 hours a day, seven days a week to provide evidentiary specimen collection services.
