RECOMMENDATION

Review, discuss, and consider the adoption of proposed Resolution 24-4799, drafted by Mayor Stone, and revised by staff at the direction of the City Council entitled: A Resolution of the City Council of the City of Murrieta, California, Opposing the State of California Interfering with the City's Land Use Authority; and

Discuss and consider providing staff with additional direction on actions intended to address the State's interference with City land use authority.

BACKGROUND
At the November 19, 2024, City Council meeting, Mayor Stone requested and received City Council consensus to bring forth for consideration a resolution regarding high-density housing and opposing the State of California interfering with the City's land use authority.

At the December 3, 2024, City Council meeting, the City Council reviewed and discussed a proposed resolution. The consensus of the City Council was support for the concept presented in the proposed resolution, with direction to revise the resolution to be generic and therefore more easily ready for potential adoption by other cities.

Attachment 1 includes a proposed, revised resolution for consideration of the City Council.

City staff has confirmed with the California League of Cities that a resolution can be distributed through its listserv to identify other Cities interested in passing this resolution or joining in other efforts to preserve local control over land use.
