RECOMMENDATION

Authorize the City Manager to accept the Fiscal Year 2023 State Homeland Security Program Grant (SHSP) award;
Authorize the City Manager to amend the Fiscal Year 2023/24 Operating Budget to allocate and appropriate the grant funds for $15,978; and
Authorize the City Manager to carry over any unused budget related to this grant from Fiscal Year 2023/24 to Fiscal Year 2024/25.

PRIOR ACTION/VOTE
On June 6, 2023, the City Council of the City of Murrieta adopted Resolution No. 23-4671, approving the Operating Budget for Fiscal Years 2023/24 and 2024/25 (Vote: 4-0-1)1.

BACKGROUND
Murrieta Fire & Rescue (MFR) submitted a sub-grantee application for the Fiscal Year (FY) 2023 SHSP grant to continue working with the California Office of Emergency Services. This is a federal grant from the Department of Homeland Security Homeland Security Grant Program, passed through to the California Office of Emergency Services (CalOES) and the County of Riverside Emergency Management Department. The grant funds partly provide supplies, training, and equipment for emergency personnel and disaster preparedness at state and local levels. The County of Riverside Emergency Management Department received its annual SHSP grant award from CalOES and has been authorized to allocate awards to the approved sub-grantee applicants. On April 18, 2024, MFR received the SHSP grant award letter via email from the granting agency for $15,978.
