Adopt Resolution No. 24-4790, entitled: A Resolution of the City Council of the City of Murrieta Approving a Cooperative Agreement with the State of California, Acting by and Through its Department of Transportation (Caltrans), for the Plans, Specifications, and Estimates and Right of Way Work Necessary to Construct a New Full Interchange and Auxiliary Lanes at Interstate 215 and Keller Road (District Agreement No. 08-1789).

PRIOR ACTION/VOTE
On October 4, 2011, the City Council adopted Resolution No. 11-2798, authorizing entering into Cooperative Agreement 08-1519 with Caltrans for the Project Initiating Document for a new Interchange at Interstate 215 and Keller Road (Vote 5-0).1
On May 5, 2015, the City Council adopted Resolution No. 15-3371, authorizing entering into a Design Cooperative Agreement 08-1601 with Caltrans for the Interstate 215/Keller Road Undercrossing (Vote 5-0).2
On June 4, 2024, the City Council approved joint Resolution No. 24-4745, et al., approving the Capital Improvement Plan Budget for Fiscal Year 2024/25, and The Fiscal Years 2024/25 to 2028/29 Capital Improvement Plan, which included the Interstate 215 at Keller Road Interchange Project, CIP No. 8449 (Vote 5-0).

BACKGROUND
The City previously entered into Cooperative Agreements with Caltrans in 2011 and 2015 for the Project Initiating Document (PID) and the Project Authorization & Environmental Document (PA&ED) phases of the Interstate 215 and Keller Road Interchange project.
