RECOMMENDATION

Adopt Resolution No. 25-4895 entitled: A Resolution of the City Council of the City of Murrieta, California Accepting a Grant through the Alcohol Policing Partnership Administered by the Department of Alcoholic Beverage Control; and

Amend the Fiscal Year 2025/26 Operating Budget to allocate and appropriate the grant funding.

DISCUSSION
The Murrieta Police Department has been awarded a grant from the Office of Traffic Safety (OTS) Department of Alcoholic Beverage Control (ABC). This grant is funded by the National Highway Traffic Safety Administration, with a total award of $26,000, to be used exclusively for officer overtime.

The purpose of the grant is to support the implementation of alcohol enforcement programs, including:
* Minor Decoy Program - Targets licensees who illegally sell alcohol to minors, in accordance with Section 25658(f) of the Business and Professions Code and Rule 141 of the California Code of Regulations.
* Shoulder Tap Program - Targets adults who furnish alcohol to minors near retail alcohol outlets.
* IMPACT Program (Informed Merchants Preventing Alcohol-Related Crime Tendencies) - Educates licensees to voluntarily maintain compliance and improve public safety at licensed premises.
* Holiday Enforcement Operations - Focuses on high-risk holidays (e.g., Halloween, Thanksgiving, New Year's Eve, St. Patrick's Day, Cinco de Mayo, Memorial Day, and Fourth of July) to deter underage drinking and alcohol-related incidents.
