RECOMMENDATION

Award the construction contract for the Cal Oaks Sports Park Tennis Court Lighting Project, Capital Improvement Project No. 22017, to Facility Solutions Group, Inc., in the amount of $135,107.97, plus a 15% contingency; and

Authorize the Mayor to execute the agreement.

PRIOR ACTION/VOTE
On June 4, 2024, the City Council adopted Joint Resolution No. 24-4745, approving the Capital Improvement Plan budget for Fiscal Year 2024/25 and the Capital Improvement Plan for Fiscal Years 2024-25 to 2028/29 (Vote: 5-0).

CITY COUNCIL GOAL

BACKGROUND
The City of Murrieta (City) operates three (3) tennis courts on City-owned property. Two (2) are located at California Oaks Sports Park (Cal Oaks), and the third is located at the Community Center on Juniper Street. Currently, the Community Center is the only location that has a lit tennis court for nighttime play. Since tennis is a year-round sport and the City operates a limited number of tennis courts, the Community Services Department (CSD) has created a Capital Improvement Project (CIP) to install new lighting for the courts at Cal Oaks (Project). The Project includes installing in-ground light posts, LED fixtures, and wiring to connect the new lights to a subpanel that will allow staff to schedule when lights will operate.

Staff recommends bypassing the traditional competitive bidding process and using Job Order Contracting (JOC) through a cooperative purchasing organization to save time and effort. This Project will serve as a test case for completing smaller public works projects using this type of contracting.
