Accept the improvements for the Murrieta Library Roof Replacement Project, CIP 21023, as complete; and
Direct the City Clerk to record a Notice of Completion and release bonds in accordance with State law and City ordinances.

PRIOR ACTION/VOTE
On August 16, 2022, the City Council adopted Resolution No. 22-4601, approving the Fiscal Year 2022/23 to Fiscal Year 2026/27 Capital Improvement Plan, which included the Library Building Roof Project, CIP 21023 (Vote: 5-0)1.
On August 15, 2023, the City Council awarded the construction contract for the Murrieta Library Roof Replacement Project, CIP 21023, to the lowest responsible bidder, Best Contracting Services, Inc., in the amount of $348,421 (Vote: 5-0).

BACKGROUND
Construction for the Murrieta Library Roof Replacement Project consisted of preparing the existing 4-ply built-up roof for the installation of a new single-ply, PVC membrane roofing system. PVC membrane roofing systems provide better insulation, and water and fire protection. With regular maintenance provided by certified technicians, this type of roofing system should last
25-30 years.
Mobilization for the project began on Friday, October 6, 2023, and construction activities were substantially completed by Friday, November 10, 2023. There were no construction contract change orders.
The Contractor is providing a two-year preventative maintenance program, serviced annually, that will allow the City of Murrieta to qualify for an extension of the standard 20-year warranty to a 25-year warranty.
