CITY COUNCIL GOAL
Maintain a high performing organization that values fiscal sustainability, transparency, accountability and organizational efficiency.

BACKGROUND
On September 10, 2014, Governor Brown signed into law the Healthy Workplaces, Healthy Families Act of 2014, to provide employees working in California for thirty (30) or more days within a year paid sick days, to be accrued at a rate of no less than one (1) hour for every thirty (30) hours worked, beginning July 1, 2015. The City of Murrieta (City) approved Administrative Policy No. 500-05 Part-Time Sick Leave to implement the requirements.
On October 4, 2023, Senate Bill 616 (SB 616) was signed into law amending the Healthy Workplaces, Healthy Families Act of 2014, effectively increasing the number of paid sick days employees are entitled to per year of employment and the minimum number of paid sick days employees may carry over from one year of employment to the next beginning January 1, 2024. In accordance with the changes in law, staff recommends that the City Council adopt Resolution No. 24-4767 (Attachment 1), which approves Part-Time Sick Leave and supersedes Administrative Policy No. 500-05.
