Authorize the City Manager to execute Amendment No. 1 to the agreement with Performa Labs for sworn personnel mandatory training application in the amount of $156,400;
Authorize the City Manager to execute amendments, if needed, to the agreement up to an additional $15,640; and
Authorize the exemption from bidding requirements.

BACKGROUND
The Police Department entered into a one-year agreement with Performa Labs for the period between July 2023 and July 2024 for $58,300. This amendment to the agreement (Attachment 1) adds an additional six (6) months for the remainder of this calendar year and an additional two (2) years after. The cost for the extension of $156,400 will be paid over the next three (3) fiscal years. Staff requests that the City Council also authorize the City Manager to execute additional amendments not to exceed 10% of the total added contract value, or $15,640, in the event additional training services are needed.
This training application assists with mandatory training required by the Commission on Peace Officer Standards and Training (POST) for all sworn personnel. Without utilizing this application, officers would need to attend in-person training, resulting in overtime pay. This vendor provides the officer with actual body-worn camera footage in the interactive application, which is new to law enforcement. This new technology, combined with the POST courses, has been proven by law enforcement agencies to lower use of force incidents.
