Adopt Resolution No. 23-4711, entitled: A Resolution of the City Council of the City of Murrieta, Authorizing the Extension of the Service Fee Collected on behalf of the Riverside County Abandoned Vehicle Service Authority until May 2034; and
Upon approval from the City Attorney, authorize the City Manager to execute an agreement with the County of Riverside to participate in the Vehicle Abatement program.

PRIOR ACTION/VOTE
On July 6, 1993, the City Council adopted Resolution No. 93-225, establishing a service authority for abandoned vehicle abatement (Vote: 4-0-1).1
On June 1, 1999, the City Council adopted Resolution No. 99-653, extending the sunset date for five years for the abandoned vehicle abatement program (Vote: 5-0).2
On July 16, 2002, the City Council adopted Resolution No. 02-1061, extending the sunset date to May 2014 for the abandoned vehicle abatement program (Vote: 5-0).3
On March 5, 2013, the City Council adopted Resolution No. 13-3056, extending the sunset date to May 2024 for the abandoned vehicle abatement program (4-0-1)4.

BACKGROUND
The Riverside County Abandoned Vehicle Abatement Service Authority (AVA Authority) was formed on or about June 1, 1994. The AVA Authority was made possible through provisions of California Vehicle Code Sections 9950.7 and 22710 enacted by the Legislature in 1990. The legislation authorized the establishment of a service authority and imposition of a service fee on all registered motor vehicles located within a county for the purpose of removing abandoned vehicles.
