ABSTRACT
Staff has [KC1]deemed construction of the Los Alamos Hills and Torrey Pines Park Synthetic Turf Replacement Project, CIP No. 22039, to be substantially complete and recommends accepting the improvements and having the City Clerk record a Notice of Completion (NOC).
RECOMMENDATION

Accept the improvements for the Los Alamos Hills and Torrey Pines Park Synthetic Turf Replacement Project, CIP No. 22039, as complete;
Direct the City Clerk or her designee to record a Notice of Completion and release bonds in accordance with State law and City Ordinances; and
Release any remaining retention from CIP No. 22039 in accordance with State law and City Ordinances.

PRIOR ACTION/VOTE
On June 3, 2025, the City Council approved Resolution No. 25-4836, approving the Capital Improvement Plan Budget for Fiscal Year 2025/26, and the Fiscal Year 2025/26 to 2029/30 Capital Improvement Plan, which included the Los Alamos Hills and Torrey Pines Park Synthetic Turf Replacement Project, CIP No. 22039 (Vote: 5-0).
On November 4, 2025, the City Council awarded the construction contract for the Los Alamos Hills and Torrey Pines Park Synthetic Turf Replacement Project, CIP No. 22039, to Horizons Construction Company International, Inc., in the amount of $994,850.36 (Vote: 5-0).
