Approve the change orders to increase Purchase Order P03571 with Michael Baker International for additional civil design services for the Glen Arbor Dog Park project, CIP 8273, in the amount of $57,750;

Amend the Fiscal Year 2023/24 Capital Improvement Budget for an additional appropriation of $57,750 to CIP 8273.

PRIOR ACTION/VOTE
On February 21, 2023, the City Council approved a purchase order with Michael Baker International for Glen Arbor Dog Park project, CIP 8273, for civil design services in the amount of $190,500 (Vote: 5-0).

Coordinate and deliver responsive, effective community services.

BACKGROUND
Capital Improvement Plan (CIP) project 8273, known as Glen Arbor Dog Park (Project) is located at the corner of Jackson Avenue and Nutmeg Street. The Project, which is partially funded by a State grant, will create a designated zone for off-leash dog use with fenced-in separation for small and large dogs. The dedicated zones for dogs will improve safety in the park and create a cohesive environment for park patrons, homeowners in the area, and maintenance services of the park. Park features will include Americans with Disabilities Act (ADA) compliant pathways, pedestrian access, and separate drinking fountains for dogs and people.

City staff conducted community outreach sessions at Glen Arbor Park in August 2023. A top request from park users and residents in the adjacent neighborhood was having a dedicated parking lot to use when visiting the park. Currently, many users park on neighborhood streets on the northern border of the park, which creates traffic on those streets and frustration for those homeowners.
