Award a contract to Applied Building for the installation of a Silicone Roofing Application for the City of Murrieta City Hall Roof Repair Project, CIP No. 10027, in the amount of $130,335 plus a fifteen percent (15%) contingency; and
Authorize the City Manager to execute the agreement and other related documents.

PRIOR ACTION/VOTE
On August 16, 2022, the City Council adopted Resolution No. 22-4601, approving the Fiscal Year 2022/23 Capital Improvement Plan (CIP) Budget and approving the Fiscal Years 2022/23 to 2026/27 Capital Improvement Plan (Vote: 5-0).1

BACKGROUND
The City Hall roof is over 17 years old and showing signs of long-term wear and tear. Industry standards suggest replacing the roof every 12-20 years. Over the years, the rooftop has developed several leaks that become evident even during small weather events. In 2018, the City Council recognized that the roof was nearing the end of its life span and dedicated a Capital Improvement Project (CIP) to replace it. In Fiscal Year 2022/23, the City Council approved an appropriation of $202,000 to repair the City Hall roof (CIP No. 10027).
On June 16, 2023, the City publicly advertised a notice inviting bids for the re-roofing of City Hall using the application method of Thermoplastic Polyolefin (TPO), which is a single layer of synthetics and reinforcing scrim used to cover flat roofs.
