RECOMMENDATION

Award the construction contract for the Town Square Park Amphitheater Parking Lot and Entryway Monument Project, Capital Improvement Project 10041, to the lowest responsible bidder, DeArk E&C, Inc., in the amount of $2,345,755.00, plus a 15% contingency;

Amend the Fiscal Year 2024/25 Operating Budget and Capital Improvement Plan Budget to provide an additional budget appropriation for Capital Improvement Project 10041; and

Authorize the Mayor to execute the agreement.

PRIOR ACTION/VOTE
On June 4, 2024, the City Council adopted Joint Resolution No. 24-4745, approving the Capital Improvement Plan budget for Fiscal Years 2024/25 and the Capital Improvement Plan for Fiscal Years 2024-25 to 2028/29 (Vote: 5-0).

BACKGROUND
The Town Square Park Amphitheater is a significant recreational venue for the Murrieta community and a central feature of the civic center complex. To improve accessibility and enhance the area's aesthetic appeal, the City plans to construct a new parking lot and an entryway monument. These improvements are expected to provide required Americans with Disabilities Act (ADA) compliant parking, facilitate better traffic management, and create a welcoming atmosphere for visitors.

Improvements include:
* Grading and construction of a ninety-one (91) space parking lot on a lot directly north of Town Square Park, which includes five (5) ADA compliant parking stalls.
* ADA walkways, lighting, and landscaping.
* Drainage improvements to the lot north of the parking lot that will prevent the accumulation of standing water during the rainy season.
