BACKGROUND
The Nutmeg Apartment project is located on the northeast corner of Nutmeg Street and Washington Avenue and consists of 210 apartments. The project was approved by the Planning Commission on January 26, 2022, was issued a grading permit on October 24, 2022, and commenced construction shortly thereafter.
The project requires the relocation of Southern California Edison (SCE) utilities along the project frontage of Washington Avenue and Nutmeg Street. The utilities along Nutmeg Street were previously subject to a Joint Use Agreement (JUA) approved by the City of Murrieta (City) in 2002, which was associated with the City’s Capital Improvement Plan (CIP) project to construct Nutmeg Street at that time. The current utility relocations are being done at the expense of the developer constructing the Nutmeg Apartments. The JUA serves to continue to protect SCE’s existing prior rights as they relate to the existing power lines along Nutmeg Street adjacent to the project site. If the City needs to relocate the existing SCE utilities covered by this JUA, the City will be required to do so at its own expense.
