RECOMMENDATION

Authorize the use of Cooperative Agreement #2018011-02 to purchase the Cisco Duo Security Software for multifactor authorization, and authorize SHI International Group (SHI) to administer the agreement;

Approve the agreement in the amount not to exceed $12,660 for Fiscal Year 2024/25; and

Authorize the City Manager to execute the necessary documents.

BACKGROUND
The Cisco Duo (Duo) security software provides Multi-Factor Authentication (MFA) for public safety mobile devices and other remote users gaining access to the City of Murrieta (City) network system. This type of access security is required by the Department of Justice (DOJ), the Criminal Justice Information Services security policy, and the City's cyber insurance carrier. MFA is a security access management solution that verifies a user's identity with two or more verification factors. By providing this layer of protection, MFA helps to prevent malware, phishing, and ransomware attacks. The Duo MFA offers a range of authentication methods to choose from, including a mobile app. The City's current agreement for Duo will expire on July 31, 2024.

The previous Duo licensing software was purchased directly from the supplier; however, staff found better pricing (Attachment 1) by utilizing a cooperative purchasing agreement led by the City of Mesa, Arizona, using the OMNIA Partners Co-Op program.
