Approve the allocation of grant funding and amend the Fiscal Year 2024/25 Budget to include the revenue and projected expenditure of State grant funding awarded to the City.

BACKGROUND
On September 14, 2024, the City of Murrieta (City) was notified by the California Department of Resources and Recovery (CalRecycle) of grant funding available for implementation, capacity planning, procurement, and other activities related to SB 1383 (Short-Lived Climate Pollutants) legislation. SB 1383 is landmark legislation enacted in 2016 that requires all cities throughout the State to implement the diversion of organic materials and reduce food waste from commercial food generators away from landfills. The total amount set aside for the City based on population was $199,216. CalRecycle subsequently amended its allocations based on participating agencies and increased the City's allocation of grant funding to $292,904.
