Award a construction contract for the Murrieta Library Roof Replacement Project, CIP 21023,
to Best Contracting Services, Inc., in the amount of $348,421 with a 15% contingency;
Authorize the Mayor to execute the agreement; and
Approve an additional budget appropriation for CIP 21023.

PRIOR ACTION/VOTE
On August 16, 2022, the City Council adopted Resolution No. 22-4601, approving the Fiscal Year 2022/23 to Fiscal Year 2026/27 Capital Improvement Plan, which included Library Building Roof Project, CIP 21023 (Vote: 5-0)1.

BACKGROUND
The Murrieta Public Library was constructed in 2007, and the current roof consists of a 4-ply "built-up" roof that is nearing the end of its useful life. Industry standards suggest replacing the roof every 15-20 years. The roof has had several leaks, including contributing to the leak over the attached bookstore during recent rain events. After careful research and consulting with roofing industry experts, staff has determined that a single-ply, PVC membrane roofing system will provide better insulation, water protection, and fire protection. With regular maintenance provided by certified technicians, this type of roofing system should last 25-30 years. The selected contractor will make any required repairs to the current roof, prepare and install a new PVC membrane roofing system (Project), and provide a 2-year preventative maintenance program that will allow the City to qualify for an extension of the standard 20-year warranty to a 25-year warranty.
