Approve the Service Agreement with Motorola Solutions Inc. for Police Department communications maintenance and cybersecurity services for a total not to exceed $332,672.50; and

Ratify the City Manager's execution of the Agreement.

PRIOR ACTION/VOTE
On August 7, 2018, the City Council adopted Resolution No. 18-3964, authorizing the City Manager to execute a multi-year Service Use Agreement with Motorola Solutions Inc.

CITY COUNCIL GOAL
Provide a high level of innovative public safety.

BACKGROUND
On August 7, 2018, the City Council authorized the City Manager to execute a multi-year Service Use Agreement (SUA) with Motorola Solutions Inc. (Motorola) for software upgrades and system maintenance of dispatch console equipment required to participate in the Public Safety Enterprise Communication (PSEC) radio system. The SUA was approved through Fiscal Year (FY) 2023/24.
In July 2024, the Police Department requested the City Manager to sign a new multi-year SUA with Motorola, authorizing payment for FY 2024/25. FY 2024/25 was the first year of a multi-year agreement that locked in pricing and ends December 31, 2028. Although the first-year pricing of $62,628.77 was within the City Manager's signature authority, the total not-to-exceed amount is $298,362.37, over the entire term of this agreement.

Cybersecurity services were added to the PSEC network at the start of FY 2024/25. The first year was covered by credits. Beginning in FY 25/26 the City of Murrieta will contribute an additional $9,313.20, with incremental increases each year.
