RECOMMENDATION

Approve a change order to Purchase Order P03688 with Anser Advisory Management LLC, in the amount of $20,000, for Construction Management Services related to the Tot Lot Improvements Project Phase 2; and

Approve an additional budgetary appropriation for Capital Improvement Projects 22029, 22030, and 22040.

PRIOR ACTION/VOTE
On May 7, 2024, the City Council awarded a construction contract in the amount of $451,850 to R.E. Schultz Construction, Inc., for Tot Lot Improvement Project Phase 2 CIPs 22029, 22030, 22031, 22032, and 22040 (Vote: 4-0-0-1)1, Recused: Stone).

BACKGROUND
Anser Advisory Management (Anser) is a consulting firm that performs project, construction, and labor compliance services through an on-call consulting agreement with the City.

In February 2023, staff requested that Anser provide a proposal for services related to each of the nine (9) sites that would be included in two (2) phases of the Tot Lot Improvements projects. At the time, there was limited information about the level of effort that would be needed for the design and construction portion of the projects and only preliminary estimates on what it would cost to construct each site.

The Tot Lot Improvements Project Phase 2 includes five (5) sites, each with its own Capital Improvement Program (CIP) Project number. Three (3) of the locations have gone over budget for construction management-related services and require additional funding to fully close out each project. Anser has informed the City that the other two project sites do not require change orders at this time.
