Accept the public improvements for the Sykes Ranch Park Improvements Project, CIP 22010, as complete; and
Authorize the City Clerk to record a Notice of Completion and release bonds in accordance with State law and City ordinances.

PRIOR ACTION/VOTE
On August 15, 2023, the City Council adopted Resolution No. 23-4699, approving the Fiscal Years 2023/24 to 2027/28 Capital Improvement Plan (Vote: 5-0).
On December 5, 2023, the City Council awarded a construction contract for the Sykes Ranch Park Improvement Project, CIP 22010, to the lowest responsible bidder, Land Forms Landscape Construction, Inc., in the amount of $183,226 (Vote: 5-0).

BACKGROUND
Sykes Ranch Park, located at the corner of Hayes Avenue and Semillon Lane, is a site of importance for the City of Murrieta, as the vestiges of the Sykes family ranch can still be seen on the property today. The recreation Park, originally built by the developer over 15 years ago, contains walking paths, a tot lot and serves as a popular gathering place for local families.
Construction for the Sykes Ranch Park Improvement Project consisted of precise grading, construction of new concrete walkways, installation of metal fencing around the new windmill structure, park furnishings, landscaping, and historical marker signs.
Mobilization for the project began on Tuesday, January 16, 2024, and construction activities were substantially completed by Friday, April 5, 2024.
