On December 7, 2021, the City Council approved the Second Reading for the Murrieta Hills Specific Plan Amendment. (Vote: 5-0).1

BACKGROUND
On November 2021, the City Council approved an amendment to the Murrieta Hills Specific Plan and a development proposal on 972 acres that will result in 750 homes (522 single-family lots and 228 multi-family units), mixed-use and commercial lots, a 4.6-acre public park, related infrastructure, and 615 acres of open space (Project). The Project is subject to the Western Riverside County Multiple Species Habitat Conservation Plan (MSHCP) requirements. Consistent with policies enacted by the Western Riverside County Regional Conservation Authority (RCA) within the RCA's 2022 MSHCP Mitigation Fee Implementation Manual (Manual). The City can petition the RCA to offset fees a developer would otherwise pay to the RCA as mitigation by dedicating land to the RCA for conservation. Reducing the fees owed to the RCA involves establishing the value of the land to be dedicated through an appraisal since land value offsets the mitigation fee amount owed to the RCA by an applicant. However, the appraisal process is undertaken by either the City or RCA pursuant to the Manual.
