Conduct the second reading and adopt Ordinance No. 613-25, entitled: An Ordinance of the City of Murrieta Amending and Superseding Ordinance No. 541-19 to Update Participation in the Western Riverside County Transportation Uniform Mitigation Fee (TUMF) Program and Making A Determination of Exemption Under the California Environmental Quality Act.

On February 18, 2025, the City Council conducted a public hearing and approved the first reading of Ordinance No. 613-25 (Vote 4-1).

BACKGROUND
The City of Murrieta is a Member Jurisdiction of the Western Riverside Council of Governments (WRCOG), a joint powers agency comprised of the County of Riverside and eighteen (18) cities located in Western Riverside County. In 2024, WRCOG approved a new TUMF nexus study with the goal of establishing updated TUMF fees, including the implementation of a tiered approach to calculate and collect fees for single-family units based on unit size consistent with the requirements of AB 602. Member jurisdictions of WRCOG must adopt an updated TUMF ordinance to align the implementation of the TUMF program with the establishment of updated TUMF fees.
FISCAL IMPACT
There is no fiscal impact to the City associated with this item, as the collection and distribution of TUMF funding is administered by WRCOG.
