Approve Amendment No. 1 to the Reimbursement Agreement 23-SW-MUR-1191 between the Western Riverside Council of Governments and the City of Murrieta for Murrieta Hot Springs Road Improvement Project, Capital Improvement Plan No. 8079;
Amend the Fiscal Year 2025/26 Capital Improvement Plan to establish an appropriation for Capital Improvement Project No. 8380, as detailed in the fiscal impact statement and
Authorize the Mayor to execute the Agreement.

PRIOR ACTION/VOTE
On June 20, 2023, the City Council approved a Reimbursement Agreement with the Western Riverside Council of Governments for the Murrieta Hot Springs Road Improvement Project in the amount of $2,700,000 (Vote: 4-0).
On August 16, 2022, the City Council adopted Resolution No. 22-4601, approving the Capital Improvement Plan (CIP) budget for Fiscal Year (FY) 2022/23 to 2026/27 Capital Improvement Plan, which included the Murrieta Hot Springs Road Improvement Project, CIP No. 8079 (Vote: 5-0).

DISCUSSION
The Murrieta Hot Springs Road Improvement Project, CIP 8079, consists of numerous improvements to Murrieta Hot Springs Road between Margarita Road and Winchester Road. The roadway will be widened from a four-lane roadway to a six-lane roadway between Via Princesa (East) and Winchester Road. Improvements include installation of asphalt concrete pavement, concrete curb and gutter, concrete sidewalk, raised landscape medians, street lighting, signage, striping, water quality devices, and a traffic signal at Calle Del Lago.
