ABSTRACT
The proposed Cooperative Agreement with Caltrans will allow the City to be reimbursed for work completed by the City utilizing Federal funds administered by Caltrans, whereas the 2024 cooperative agreement does not include the option for reimbursement.

Adopt Resolution No. 26-4927 entitled: A Resolution of the City Council of the City of Murrieta, California, Approving A Cooperative Agreement with the State of California, Acting By and Through Its Department of Transportation (CalTrans), for the Plans, Specifications, and Estimates and Right of Way Work Necessary to Construct A New Full Interchange and Auxiliary Lanes at Interstate 215 and Keller Road (District Agreement No. 08-1822).

PRIOR ACTION/VOTE
On October 4, 2011, the City Council adopted Resolution No. 11-2798, authorizing the entry into Cooperative Agreement 08-1519 with Caltrans for the Interstate 215/Keller Road Undercrossing (Vote 5-0).
On May 15, 2015, the City Council adopted Resolution No. 15-3371, authorizing the entry into Cooperative Agreement 08-1601 with Caltrans for the Interstate 215/Keller Road Undercrossing (Vote 5-0).
On October 15, 2024, the City Council adopted Resolution No. 24-4790, authorizing the entry into Cooperative Agreement 08-1789 with Caltrans for the Interstate 215/Keller Road Undercrossing (Vote 5-0).
On June 3, 2025, the City Council approved joint Resolution No. 25-4836, et al., approving the Capital Improvement Plan Budget for Fiscal Year 2025/26, and The Fiscal Years 2025/26 to 2029/30 Capital Improvement Plan, which included the Interstate 215 at Keller Road Interchange Project, CIP No. 8449 (Vote 5-0).
