RECOMMENDATION

Approve a two year agreement with Homelessness Systems, Education, Design & Integration to provide homeless consulting and facilitator services in the amount not-to-exceed $150,640; and

Authorize the City Manager to execute the agreement.

PRIOR ACTION/VOTE
On April 1, 2025, the Murrieta City Council accepted Encampment Resolution Funding from the County of Riverside for homeless services activities in the amount of $6,655,713.60; approved an agreement with Kingdom Causes, Inc. dba City Net; and amended the Fiscal Year (FY) 2024/25 Operating Budget (Vote: 5-0).

BACKGROUND
The City of Murrieta (City) has taken a leadership role within the Regional Homeless Alliance (RHA), a collaboration of four neighboring cities within Southwest Riverside County. At the April 1, 2025, City Council meeting, the City Council accepted grant funding from Riverside County for the Encampment Resolution Fund (ERF) for the Murrieta Creek Project and awarded an agreement for street outreach, navigation, and other homeless services. Overall, the grant award to the County from the State totals over $12 million, of which $6 million is directly awarded to the City of Murrieta for regional collaboration, services, and staffing. As part of the grant submission, the City of Murrieta requested funding for a homeless consultant to provide consulting and facilitation services for the implementation of the ERF grant funding to ensure it remains consistent with the Regional Homeless Alliance Assessment Report and Action Plan (Action Plan).
