RECOMMENDATION
recommendation
Accept the improvements for the Murrieta Hot Springs Road Pavement Rehabilitation Project, Capital Improvement Plan (CIP) No. 13047, as complete;

Direct the City Clerk to record a Notice of Completion; and

Release bonds in accordance with State law and City ordinances.

PRIOR ACTION/VOTE
On June 4, 2024, the City Council approved Resolution No. 24-4745, approving the Capital Improvement Plan Budget for Fiscal Year 2024/25, and the Fiscal Year 2024/25 to 2028/29 Capital Improvement Plan, which included the Murrieta Hot Springs Road Pavement Rehabilitation Project, CIP No. 13047 (Vote 5-0).

On September 3, 2024, the City Council awarded the construction contract for the Murrieta Hot Springs Road Pavement Rehabilitation Project, CIP No. 13047 to ONYX Paving Company, Inc. in the amount of $1,991,000 (Vote 5-0).

BACKGROUND
Construction of the Murrieta Hot Springs Road Pavement Rehabilitation Project began on September 9, 2024, and was deemed substantially completed on November 6, 2024, with final completion on March 31, 2025. The project consisted of rehabilitating the pavement on Murrieta Hot Springs Road from Whitewood Road to Margarita Road, in addition to removing and replacing four (4) curb ramps at the intersection of Weeping Willow Lane and Thoroughbred Lane. Construction activity included full-depth asphalt removal and replacement in designated areas, full-width roadway grind and overlay with asphalt rubber hot mix, miscellaneous concrete work, signing and striping, loop detector replacement, and other miscellaneous ancillary work.
