CITY COUNCIL GOAL
Provide a high level of innovative public safety.
BACKGROUND
The Public Safety Enterprise Communication (PSEC) system, established by Riverside County (County) in 2005, provides a reliable, digital radio communication network designed to enhance interoperability among public safety agencies, eliminate historical coverage gaps, and support coordinated response efforts during emergencies.
The Murrieta Police Department became the first municipal law enforcement agency to join PSEC on July 20, 2015. The City of Murrieta (City) has since maintained participation through two successive agreements, with the current agreement set to expire on June 30, 2025.
The County has drafted a new Use Agreement, which will extend the City's participation through June 30, 2030, with the option to renew in writing for one (1) five-year increment. This agreement ensures the City's continued uninterrupted access to the PSEC system and continued support for critical public safety communications.
Per Section 3.08.280(G) of the Murrieta Municipal Code, the City Manager is authorized to enter into contracts for personal services, for professional and consulting services, and for other contractual services without observing the bidding procedure provided in this chapter when the City Council finds that adherence to the procedures in this chapter would be inefficient, impractica...
