RECOMMENDATION
recommendation
Approve a three-year agreement with Disability Access Consultants, LLC for a not-to-exceed amount of $72,800;

Authorize the exemption from bidding requirement; and

Authorize the City Manager to execute the agreement and future amendments not to exceed the contract amount.

PRIOR ACTION/VOTE
On October 19, 2021, the City Council approved an agreement with Disability Access Consultants, LLC (DAC) for American Disability Act (ADA) Self-Evaluation and Transition Plan Implementation Services (Vote: 5-0).

BACKGROUND
On October 19, 2021, the City Council adopted Resolution No. 21-4480, authorizing an agreement with Disability Access Consultants, LLC (DAC) to assist the City of Murrieta (City) with implementing the American Disability Act (ADA) Self-Evaluation and Transition Plan. The Self-Evaluation and Transition Plan are legally required in order to catalog and improve barriers to people with disabilities. For the City, the Self-Evaluation included reviewing facilities, parks, programs, communications, policies, and elements of the public right-of-way, such as sidewalks, curb ramps, and devices that aid people with disabilities in crossing streets. Once the barriers were identified, a comprehensive Transition Plan was developed which lists the barriers that limit the accessibility of public rights-of-way elements, programs, activities, and services.
