RECOMMENDATION
recommendation
Approve a purchase order with Anser Advisory Management, LLC, dba Anser Advisory for on-call inspection services for Fiscal Year 2023/24 for an amount not to exceed $280,000 from the Engineering General Fund;

Appropriate $216,000 from General Fund Unassigned Fund Balance into Engineering account 1106120-60640; and

Authorize the City Manager to execute the purchase order.

BACKGROUND
On June 20, 2023, City Council approved an on-call inspection services Agreement with Anser Advisory Management, LLC, dba Anser Advisory (Anser). Anser has been providing ongoing inspection services under the current on-call Agreement. Anser provides inspection services for public works and engineering, and the Stormwater Pollution Prevention Plan (SWPPP), and National Pollutant Discharge Elimination System (NPDES) programs. Public Works and Engineering inspections are to ensure land development and Capital Improvement Program (CIP) construction is completed in compliance with the City-approved plans. SWPPP inspections are associated with active construction projects to ensure erosion control protections are provided. NPDES inspections are necessary to show the City complies with its Municipal Separate Storm Sewer Systems (MS4) permit.
