RECOMMENDATION

Approve a Purchase Order with Michael Baker International in the amount of $411,100, for engineering design consulting services for the Whitewood Road Widening Project, CIP No. 8389; and

Approve a ten percent (10%) contingency of $41,110.

PRIOR ACTION/VOTE
On June 20, 2023, City Council authorized and executed an on-call agreement with Michael Baker International to provide civil design services for various Capital Improvement Projects (Vote: 4-0).

On June 3, 2025, City Council approved Resolution No. 25-4836, approving the Capital Improvement Plan Budget for Fiscal Year 2025/26, and the Fiscal Years 2025/26 to 2029/30 Capital Improvement Plan which included the Whitewood Road Widening Project, CIP No. 8389 (Vote: 5-0).

CITY COUNCIL GOAL
Plan, program and create infrastructure development.

BACKGROUND
The Whitewood Road Widening Project (Project), CIP No. 8389, is between Hunter Road and 300 feet south of Clinton Keith Road and is approximately 0.85 miles in length. The Project involves widening the east half of the roadway to its ultimate width. Currently, Whitewood Road has two (2) lanes in the southbound direction and one lane in the northbound direction, with an unpaved shoulder on the east side. The purpose of this Project is to alleviate congestion, improve traffic circulation, and create a safer path of travel for both bicyclists and pedestrians by constructing the roadway to its ultimate major classification, four-lane section. The project also includes widening asphalt and installation of curb and gutter, sidewalks, streetlights, storm drain improvements, water quality devices, signing and striping, and other ancillary improvements....
