Accept the improvements for the 2023 Citywide Slurry Seal Project, CIP No. 13048, as complete; and
Direct the City Clerk to record a Notice of Completion and release bonds in accordance with State law and City ordinances.

PRIOR ACTION/VOTE
On November 19, 2024, the City Council awarded the construction contract for the 2023 Citywide Slurry Seal Project, CIP No. 13048 to Roy Allan Slurry Seal, Inc. in the amount of $2,952,488.50 (Vote: 5-0).
On June 3, 2025, the City Council approved Resolution No. 25-4836, approving the Capital Improvement Plan Budget for Fiscal Year 2025/26, and the Fiscal Years 2025/26 to 2029/30 Capital Improvement Plan which included the 2023 Citywide Slurry Seal Project, CIP No. 13048 (Vote 5-0).

BACKGROUND
Construction of the 2023 Citywide Slurry Seal Project, CIP 13048, began on December 3, 2024, and was deemed substantially completed on April 4, 2025, with final completion on June 20, 2025. The project consisted of applying Slurry Seal to approximately 25% of all non-arterial streets citywide, including approximately 11,223,204 square feet of pavement surface and 58 centerline miles. General Improvements consisted of applying either a type 1, type 2, type 1 over 3, or type 2 over 3 slurry seal to various streets. The type of slurry being applied is based on the City's pavement management program and the most recent pavement condition index (PCI) of each individual street. Other ancillary work consists of crack fill, micro-milling, and signing and striping. CIP No. 13048 is funded by Measure A, Gas Tax, and Water District Reimbursement Agreement funds.
