ABSTRACT

City staff is advancing the Fire Station 1 Living Quarters Improvement Project, CIP No. 21037. This report seeks City Council approval to issue a Purchase Order to Griffin Structures for construction management consulting services in support of the project.

Authorize a ten percent (10%) construction management service contingency of $24,716.

PRIOR ACTION/VOTE

On May 7, 2024, the City Council approved an on-call agreement with Griffin Structures for vertical construction/project management consulting services and authorized the City Manager to execute the on-call agreement. (Vote 5-0)

 

On June 3, 2025, the City Council approved Resolution No. 25-4836, approving the Capital Improvement Plan Budget for Fiscal Year 2025/26, and the Fiscal Years 2025/26 to 2029/30 Capital Improvement Plan, which included the Fire Station 1 Living Quarters Improvement Project, CIP No. 21037. (Vote 5-0)


STRATEGIC ALIGNMENT

This item aligns with the City Council goal of planning, programming and creating infrastructure development relating to priority Tier 1. The purpose of this project is to modernize and revitalize aging infrastructure and living spaces at Murrieta Fire & Rescue Station 1, ensuring emergency responders are provided with safe, functional, and adequate living conditions.

 

DISCUSSION

The Fire Station 1 Living Quarters Improvement Project, CIP No. 21037, consists of remodeling the existing dormitories, kitchen, restrooms, living areas, office spaces, closets, and patio in the living quarters section of Murrieta Fire & Rescue Station 1. The scope of construction includes, but is not limited to demolition, hazardous material abatement, concrete and minor structural work, miscellaneous metals, rough carpentry and framing, drywall, openings/doors/frames/hardware, glazing, flooring, painting and coatings, specialties, toilet accessories, signage, finish carpentry and casework, plumbing, HVAC, fire alarm, low voltage, electrical improvements, fire sprinklers, and all other incidental and ancillary work. The purpose of this project is to modernize and revitalize aging infrastructure and living spaces, ensuring that emergency responders have safe, functional, and adequate living conditions. The project is currently being advertised for public bidding, with construction anticipated to begin in July 2026.

 

Construction management services are necessary for proper administrative control of this project. Current City staffing does not have adequate capacity to handle construction management services in-house, and therefore, a request for proposal (RFP) was distributed on February 11, 2026, to several of the City’s on-call consultants who have been pre-qualified to perform these services. Three (3) firms specializing in construction management services submitted proposals in response to the RFP, which were reviewed by a panel consisting of both city staff and Murrieta Fire & Rescue staff, utilizing the following criteria:

2.                     Construction management experience with projects at active emergency response facilities

3.                     Team qualifications

4.                     Availability and suitability of personnel

5.                     References/demonstrated ability

 

Following the proposal evaluation process, staff conducted formal interviews with two (2) qualified firms to support the final selection determination. Griffin Structures (Griffin) was selected as the most qualified consultant and is a full-service, multidisciplinary consulting corporation specializing in construction management for various types of vertical construction and interior remodel projects for public agencies, including a large portfolio of completed projects pertaining to emergency response facilities. The proposed Griffin team members have more than 50 years of collective experience and have completed over 15 Fire Station/Emergency Response Facility projects. Griffin proposes to provide a Senior Construction Manager, executive-level support, a team for labor compliance/certified payroll services, and other construction administration support staff to ensure the project is constructed in conformance with the project plans, specifications, and contract documents. The scope of services consists of pre-construction activities, nine (9) months of construction management/administrative support, and post-construction activities. 

 

Staff reviewed the proposal’s costs and rates for Griffin employees and found them consistent with the rates proposed in their on-call agreement and against similar services in the industry and found them to be in line with current market values. Griffin’s total proposed cost for their services is $260,000. To date, within the City Manager’s procurement authority, Griffin has been issued a Purchase Order for $12,840 and authorized to proceed only with pre-construction activities. Staff is now requesting City Council authorization to approve a purchase order for the remaining $247,160 of the proposal’s cost, plus a ten percent (10%) contingency of $24,716.

The agenda item has been noticed according to the Brown Act (72 hours in advance of the meeting at which the City Council considers the item).

 

CEQA AND REGULATORY OVERVIEW

 

This project is exempt from CEQA pursuant to Regulation 15301 as it results in a minor alteration to existing facilities.

 

FISCAL IMPACT

The total cost of the proposal for construction management services is $260,000. Funding is available in the CIP No. 21037 for both the pre-construction purchase order of $12,840 and this purchase order of $247,160, plus a 10 percent (10%) contingency of $24,716.
