RECOMMENDATION

Accept the improvements for the Washington Avenue and Weeping Willow Lane Traffic Signal Installation project, Capital Improvement Project (CIP) No. 8438, as complete;
Direct the City Clerk to record a Notice of Completion and release bonds in accordance with State Law and City Ordinances; and
Release any remaining retention from the CIP 8438 in accordance with State Law and City Ordinances.

PRIOR ACTION/VOTE
On August 15, 2023, the City Council conducted a public hearing and adopted Resolution No. 23-4699, approving Fiscal Year 2023/24 to Fiscal Year 2027/28 Capital Improvement Plan budget, which included the Priority Traffic Signals Project, CIP No. 8438 (Vote: 5-0).
On November 21, 2023, the City Council awarded the contract for the construction of the traffic signal installation at the intersection of Washington Avenue and Weeping Willow Lane to the lowest responsible bidder, DBX, Inc. in the amount of $583,304 as part of the Priority Traffic Signals Project, CIP No. 8438 (Vote: 5-0).
On June 4, 2024, the City Council conducted a Public Hearing and adopted Resolution No. 24-4745, approving Fiscal Year 2024/25 to Fiscal Year 2028/29 Capital Improvement Plan budget, which included the Priority Traffic Signals Project, CIP No. 8438 (Vote: 5-0).

BACKGROUND
On November 21, 2023, the City Council awarded the contract for the construction of the Washington Avenue and Weeping Willow Lane traffic signal installation project to DBX, Inc., in the amount of $583,304.
Construction began on June 10, 2024, and was completed on September 19, 2024. The project installed a new traffic signal, upgraded ADA-accessible pedestrian ramps, signal interconnect, and made striping improvements along Washington Avenue. The new traffic signal is connected to the Traffic Management Center located in City Hall through the existing traffic signal fiber network, where staff can monitor the operations of the traffic signal. The purpose of the improvements was to enhance safety through the installation of a warranted traffic signal.
Based upon field measured quantities for improvements installed, the final amount paid to the contractor was $583,304. No contract change orders were issued for this project.
City staff has inspected the improvements and found them to be satisfactory. Staff recommends formal acceptance by the City Council.
FISCAL IMPACT
The total construction costs of $583,304 were provided from Gas Tax funds in CIP No. 8438.
