PRIOR ACTION/VOTE
On February 15, 1994, the City Council approved the Administrative Services Agreement (Vote: 5-0).
On April 5, 2011, the City Council approved the Administrative Services Agreement (Vote: 4-0).
On June 7, 2016, the City Council adopted Resolution No. 16-3560, approving the Administrative Services Agreement (Vote: 5-0).

BACKGROUND
County Service Area (CSA) 152 was established by the County of Riverside Board of Supervisors to fund the County’s expenditures for the Regional Water Quality Control Board permit requirements. In 1993, the City of Murrieta was originally annexed into CSA 152 to fund the City’s compliance with the National Pollution Discharge Elimination System (NPDES) program requirements. These funds are utilized for the maintenance of storm drains, catch basins, and street sweeping in the City. They are also used to fund the implementation agreement with Riverside County Flood Control and Water Conservation District, which satisfies some of the State Water Quality Control Board permit requirements.
On December 6, 1994, the City and County executed the first Administrative Services Agreement. The Agreement was renewed on April 5, 2011, and again on June 7, 2016. The Agreement signed in 2016, was for a period of five years, with two, two-year renewals allowed. It has now been nine years, and the agreement needs to be renewed again. This agreement will authorize the County to continue administering the CSA 152 program, collecting an assessment via the property taxes, while setting aside the funds collected for the City to use. The County is compensated by deducting six percent of each year’s annual revenue.
FISCAL IMPACT
There is no fiscal impact associated with this action. The Benefit Assessment Unit's annual levy is budgeted by the City net of the County of Riverside administrative fee. The County of Riverside charges and deducts a six percent (6%) administration fee from the revenue collected and given to the City.
