ABSTRACT
Staff deems construction of the Fiscal Year (FY) 2022/23 Pedestrian Safety Enhancement Project, Capital Improvement Plan (CIP) No. 13044, and the FY 2023/24 Pedestrian Safety Enhancement Project, CIP No. 13046, to be substantially complete and recommends accepting the improvements and having the City Clerk record a Notice of Completion (NOC).

Authorize the City Clerk to record a Notice of Completion and release bonds in accordance with State law and City Ordinances; and
Release any remaining retention from CIP No. 13044 and CIP No. 13046 in accordance with State law and City ordinances.

PRIOR ACTION/VOTE
On December 7, 2021, the City Council approved Resolution No. 21-4502, authorizing the allocation of Community Development Block Grant funds for FY 2022/23, which included the funding of Pedestrian Safety Enhancements Project FY 2022/23, CIP No. 13044, and authorized the City Manager to execute the required supplemental agreements with the County of Riverside.
On November 15, 2022, the City Council approved Resolution No. 22-4626, authorizing the allocation of Community Development Block Grant funds for FY 2023/24, which included the funding of Pedestrian Safety Enhancements Project FY 2023/24, CIP No. 13046 and authorized the City Manager to execute the required supplemental agreements with the County of Riverside.
On June 3, 2025, the City Council approved Resolution No. 25-4836, approving the Capital Improvement Plan Budget for FY 2025/26, and the FY 2025/26 to 2029/30 Capital Improvement Plan, which included the Pedestrian Safety Enhancement Projects CIP No. 13044 and CIP No. 13046.
On April 1, 2025, the City Council awarded the construction contract for the FY 2022/23 Pedestrian Safety Enhancement Project, CIP No. 13044, and the FY 2023/24 Pedestrian Safety Enhancement Project, CIP No. 13046, to LC Paving & Sealing, Inc., in the amount of $907,067.75.
STRATEGIC ALIGNMENT
The City Council’s goal of planning, programming and creating infrastructure development is associated with this Tier 1 project.
DISCUSSION
Construction began on May 27, 2025, and was deemed substantially complete on September 25, 2025. The project consisted of the installation of pedestrian curb ramps, sidewalks, and crosswalk striping at various intersections to improve access for disabled persons under the Americans with Disabilities Act (ADA). The Project is funded utilizing Community Development Block Grant (CDBG) and Gas Tax funds. CDBG funds are federally funded through the United States Department of Housing and Urban Development (HUD) and are administered by the County of Riverside Department of Housing Workforce Solutions (HWS). The project included improvements at the following intersections:
1. Clinton Keith Road and Chantory/Bear Creek South
2. Clinton Keith Road and Calle Del Oso Oro/Bear Creek North
3. Clinton Keith Road and Club View Drive
4. Murrieta Hot Springs Road and Whitewood Road
5. Murrieta Hot Springs Road and Via Princesa West/Villa Drive
6. Murrieta Hot Springs Road and Margarita Road
7. Whitewood Road and Rockcrest Drive
8. Whitewood Road and Carolwood Court
9. Poinsettia Street and Nasturtium Lane
10. Poinsettia Street and Gladiolus Avenue
11. St. Raphael Drive and Dartanian Place
12. Carlton Oaks Street and Crosswalk (near Redbud Lane)
13. Carlton Oaks Street and Murrieta Oaks Avenue
Final payment, other than retention, has been made to the contractor, and the project was successfully completed within the original contract value. Staff has inspected the improvements and found them to be satisfactory.
PUBLIC NOTICING
The agenda item has been noticed according to the Brown Act (72 hours in advance of the meeting at which the City Council considers the item).
CEQA AND REGULATORY OVERVIEW
This project is recommended for exemption from the California Environmental Quality Act (CEQA) pursuant to Section 15301 of the CEQA Guidelines because this project consists of operations and repairs to existing facilities with no expanded use.
FISCAL IMPACT
The total construction cost of $896,251.99, is within the original contract value of $907,067.75. The anticipated overall total project costs, including permits, design, administration, inspection, and construction, are approximately $966,727.31. Funding was provided from CDBG funds in CIP Nos. 13044 and 13046.
Any unspent project funds remaining after completion of the Capital Improvement Project shall revert to the respective funds’ available balance. Finance staff will prepare the required budget and accounting entry to reflect the updated fund balance.
