PRIOR ACTION/VOTE
On September 21, 2021, the City Council adopted a resolution entering into an agreement withGovernmentJobs.com, Inc. (dba NEOGOV) for Insight enterprise, governmentjobs.com, Perform, and Onboard subscriptions (Vote: 5-0).
On May 17, 2022, the City Council approved an updated agreement to add the eForms module to the suite of services provided by NEOGOV (Vote: 5-0).
On August 20, 2024, the City Council approved a three-year agreement with Governementjobs.com for the Human Resources Management System Subscriptions in the amount not to exceed $179,313.70 (Vote: 5-0).

DISCUSSION
The City of Murrieta (City) utilizes the NEOGOV Human Resources Management System (HRMS), which includes subscription services to GovernmentJobs.com, as well as the Insight, Perform, Onboard, and Forms modules. GovernmentJobs.com is an online recruiting system dedicated to advertising public sector employment opportunities. The Insight module is an applicant-tracking solution that automates the hiring process and ensures compliance with relevant requirements. The Perform module allows supervisors to provide ongoing feedback to employees and document performance evaluations. The Onboard module streamlines the new hire Onboarding process with electronic paperwork capabilities, policy deployment, and training. The eForms module enables HR staff to be more efficient and empowers employees to self-initiate processes and track status to completion. The City now desires to add the Learn module, an integrated learning and training management system.
The City currently uses the standalone Vector Solutions system for assigning and tracking employee training. The use of Vector Solutions creates duplicate work for staff to enter employees into an additional system. Each employee’s training assignments are assigned on a per-person basis, and the training system does not connect to NEOGOV. As a result, employees and supervisors must log in to a separate system (with a different account) to view or manage training activities. The proposed Learn module will eliminate these shortfalls. Learn allows staff to group training assignments by class specifications, automatically assigns training during onboarding, and stores training completions in online personnel files for easy access. Learn effortlessly manages, tracks, and reports all in-service, online, and third-party training using a single system.
FISCAL IMPACT
The total fiscal impact is $17,215.98 for FY 2025/26 and $28,241.85 for FY 2026/27, for a combined amount not to exceed $45,457.83. Funding for the Learn module was included in the FY 2025/26 and 2026/27 Adopted Operating Budget, and sufficient funds are available in the Information Technology Fund budget (7268340-62160).
