RECOMMENDATION

Approve the Reimbursement Agreement 25-SW-MUR-1409 between the Western Riverside Council of Governments and the City of Murrieta for the Jefferson Avenue Improvement Project, Capital Improvement Plan No. 8380;

 
Amend the Fiscal Year 2025/26 Capital Improvement Plan to establish appropriation for Capital Improvement Project No. 8380, as detailed in the fiscal impact statement; and


Authorize the Mayor to execute the Agreement.

PRIOR ACTION/VOTE

On June 4, 2025, the City Council adopted Resolution No. 24-4745, approving the Capital Improvement Plan (CIP) budget for Fiscal Year (FY) 2024/25, and the FY 2024/2025 to 2028/29 CIP, which included the Jefferson Avenue Improvement Project (Jefferson Widening at Ballesteros Road), CIP No. 8380 (Vote: 5-0).

DISCUSSION

The Jefferson Avenue Widening at Magnolia Street project, CIP 8380, will widen Jefferson Avenue north of Ballesteros Road to the northern City boundary. The project will connect Jefferson Avenue to the anticipated Palomar Road project from the City of Wildomar that is currently under construction. Jefferson Avenue will serve as a four-lane, major classification roadway and is planned to handle the traffic circulation between the two cities.

 

The City requested Transportation Uniform Mitigation Fee (TUMF) program funding from the Western Riverside Council of Governments (WRCOG) who administers the program. A total of $1,500,000 of TUMF funding was requested to support the completion of the project engineering; right of way coordination and acquisition; and construction. The approval of the TUMF agreement will secure the funding to be appropriated to CIP No. 8380.

 

 

FISCAL IMPACT

Approval of the Reimbursement Agreement secures TUMF funding in the amount of $1,500,000. The FY 2025/26 Capital Improvement Plan Budget shall be amended to establish an appropriation of $1,500,000, to the Jefferson Avenue Improvement Project, CIP 8380.
